Dr. Ning was born in Shanxi province in May 1959. He graduated from Railway Signal of NJTU, received bachelor degree in engineering. He received master degree and doctor degree in engineering in NJTU in April 1987 and April 2005. Dr. Ning served successfully as party branch secretary of teaching and research section, vice secretary of general communist party branch of graduate department, director of foreign affairs division. From 1991 to 1992, he studied electrical engineering at BRUNEL university as visiting scholar. From October 2002 to February 2003, he studied at university of California, Berkeley as senior visiting scholar. Dr. Ning was appointed vice president of BJTU in December 1997, executive vice president of BJTU in October 2004, president of BJTU in March 2008, the 13th session of National People’s Congress representative of Beijing.
